Senate Approves Laughlin Bill to Support Local Clubs

HARRISBURG — Legislation sponsored by Senator Dan Laughlin (R-49) to give local clubs greater flexibility to cover operating expenses while continuing to support charitable and community causes unanimously passed the Pennsylvania Senate today.

Senate Bill 465 would update the distribution requirements for small games of chance proceeds, allowing licensed clubs to retain up to 50% while requiring at least 50% to be used for public interest purposes. Current law allows clubs to retain up to 40% and requires at least 60% to support public interest purposes.

“Our local clubs do a tremendous amount of good, from supporting veterans and youth programs to helping neighbors during difficult times,” Laughlin said. “But these organizations also have bills to pay. Giving them a little more flexibility to keep their doors open will help them continue serving our communities.”

The legislation would amend Pennsylvania’s Local Option Small Games of Chance Act to help clubs remain financially sustainable as they face rising operating costs and an increasingly competitive gaming landscape.

Clubs across Erie County and Pennsylvania provide gathering spaces, organize fundraisers and support a wide range of community needs. Laughlin said helping these organizations maintain their facilities and meet everyday expenses is essential to preserving their ability to give back.

“A club cannot support its community if it cannot afford to stay open,” Laughlin said. “This is a practical adjustment that recognizes both responsibilities: keeping these organizations financially healthy and ensuring a substantial share of their proceeds continues to benefit the public. I appreciate my colleagues’ unanimous support.”

Senate Bill 465 now heads to the House of Representatives for consideration.
