Laughlin Announces $12 Million in State RACP Funding

state assistance for local projects

HARRISBURGSen. Dan Laughlin (R-49) today announced that $12 million in Redevelopment Assistance Capital Program (RACP) funding has been awarded to three transformational projects in the City of Erie, supporting economic development, downtown revitalization, and higher education.

The funding will help advance major construction and renovation projects that will leverage additional local and private investment while strengthening key community assets.

“These investments will strengthen our community, create jobs, and improve the quality of life for Erie residents,” Laughlin said. “From enhancing our bayfront and supporting downtown redevelopment to investing in higher education, these projects reflect the kind of strategic investments that have lasting benefits for our region. I’m proud to support initiatives that continue moving Erie forward.”

The projects receiving RACP funding include:

  • Bayfront Place Market House IV$9.5 million
    • The Erie County Convention Center Authority will construct a new Market House and surface parking area as part of the Bayfront Place development. The facility will include space for year-round, seasonal, and permanent vendors, along with two second-floor public event spaces designed to serve residents and visitors alike.
  • FRC Mercantile Building Headquarters$500,000
    • VAD Ventures LLC will renovate the long-vacant third floor of the historic Mercantile Building in downtown Erie, transforming it into a modern headquarters for FRC. The project includes structural improvements, new building systems, fire protection upgrades, and a complete interior build-out.
  • Mercyhurst University Athletic Complex III$2 million
    • Mercyhurst University will replace the aging roof on the Mercyhurst Athletic Center with a durable, weather-resistant roofing system to protect the facility and extend its useful life for student-athletes and the campus community.

The Redevelopment Assistance Capital Program provides grants for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects that generate economic activity and create lasting community benefits.

“Each of these projects represents an investment in Erie’s future,” Laughlin said. “Whether it’s attracting visitors to our bayfront, revitalizing downtown buildings, or improving educational infrastructure, these projects will have a positive impact for years to come.”
